You're right, his guide is hella confusing isn't it? I never really tried memorizing it until now and I see what the problem is... he shows the distance between angles by typing the same angle twice, like from the left 85 to the right 85 = 85's usual distance.
First, to answer your question, base angle = the angle you would use in 0 wind, correct. You determine the 0 wind angle by looking at his 3 bar and 4 bar shooting charts.
I remade them a bit to make them easier to read.
First, here is your shooting guide for 3 bars. You use 3 bars of power all the time, and just change your angle to hit different places on the map. Right click and drag the screen so that your mage is in one of the marked locations (like position the angle separator directly under your mage's body) and use the chart to decide what angle to use with your 3 bar shot. If the enemy isn't at one of the exact locations listed just add or reduce power a bit from one of the nearest locations.
And here's how to measure for full power/4 bars.
Wind adjustment: If wind is towards the enemy, raise your angle. If wind is against you, lower your angle.
How much to raise or lower? There are 2 ways to calculate.
Method 1: Divide wind by a number and memorize some special rules about strong winds. This is how my personal windchart works.

It's fine for 3 bars, and you just adjust a little bit more when using full power (like if the normal calculation tells you to adjust 10 angles with a 3 bar shot, if you're using full power adjust 11 angles).

The hardest ones are the backshots. Example:
Basic 0 wind shot is 83 full (distance from you to the enemy is the same as the distance from the beginning of the power meter to the end of the screen).

From my windchart or from philoburn's you know the wind adjustment is about 15-16 angles. You have to raise 16 angles. But you're already at a high angle, 83. So how to add 16 angles to 83?
The solution: After raising to angle 90, you've added only 7 angles, then to add the other 9 leftover angles, you must keep moving your pointing < ...if you can't keep moving your pointer that way because it won't go higher than 90, just turn around and face backwards. Then you can count down 9 leftover angles from 90 (so the answer is 81 facing <--- ).
