If you continued reading, more to the end of this guide, you will find that the person who translated explained better everything. 1.5, 2.6, 3.6 are the powers you will use to hit an enemy that is on the same height you are and to your right, with these measures on the power bar all three cabages will converge to hit one place.
4.6 and 4.2 are reachable just when the wind is going upwards, giving more airtime to the shot. (by the way its a very nice guide, i've started training trico this week, and hit many shots ;D )

The power levels control the spin of your shot, you must use these power levels to make the shot hit all 3 cabbages.
To answer your question, "how far away are they", ... they can be anywhere, and as long as you can use the correct power level to hit them, you can hit a 3-in-1.
The power controls distance, but to control where the shot lands, you must play with your angle.
So for example if using the 2.6 power level and you use angle 89, it will hit an enemy who is right next to you.
If you use 2.6 power and use angle 60, it will hit all the way across the screen.
So you use the power level you want, and just figure out the correct angle to change how far away it lands. Of course not every shot power will work in every situation. Like you can't use 1.5 bars and hit an enemy all the way across the screen. You can't use 2.6 bars and hit an enemy 1.5 screens away. The best thing to do is
1. Pick the lowest power level you can that is still good enough power to reach your enemy.
2. Then guess the right angle to use. For example with 2.6 bars, angle 75 is about half screen. 70 is about 2/3 screen. 60 is 1 screen.
3. You must do more calculations if there is wind, so that makes it even harder.
